Annapolis Mayor Joshua Cohen spotted a man taking a leak off the third story of parking garage behind City Hall in broad daylight.
“If it would have been three in the morning, I might have looked the other way,” Cohen said. “But it was three in the afternoon, in broad daylight.”
After spotting the man and confronting him, the man told Cohen he was “following the call of the wild” and cursed Cohen when he recommended the man use a nearby public restroom.
Cohen ordered the parking garage attendant to close the gate, locking Richard Vermillion, 68, inside with his white Cadillac until police arrived.
After denying the incident to police, Vermillion said, “If I had to follow the call the wild, I would tell you”.
